District CFO Appoints New General Counsel

(Washington, DC) Chief Financial Officer Natwar M. Gandhi has announced the appointment of David Tseng as General Counsel for the Office of the Chief Financial Officer. Tseng previously served as the OCFO’s Associate General Counsel for Council Legislative Affairs and Deputy Associate General Counsel for the Office of Tax and Revenue. Tseng’s appointment was effective July 2.

“This is a well-deserved promotion,” said Gandhi. “David brings a wealth of experience to this position and is held in very high esteem among his colleagues in the District government.”

Tseng was a White House Senior Policy Advisor and Staff Director for the National Economic Council under President Clinton. He also served as Chief Assistant Treasurer for the City and County of San Francisco. 

He has a bachelor’s degree from Columbia University and a juris doctorate from the University of California at Los Angeles. He is licensed to practice law in the District of Columbia, the state of California, and before the United States Supreme Court and United States Tax Court.

The Office of the Chief Financial Officer is responsible for the District of Columbia’s finances, including its approximately $9 billion in annual operating and capital funds. The OCFO is an independent authority established by Congress, and manages the District’s financial operations, including more than 1,000 staff members in tax and revenue administration; the treasury; comptroller and budget offices; economic and fiscal analysis, and the DC Lottery.
