District CFO Announces New Head of Office of Tax and Revenue

(Washington, DC)  District of Columbia Chief Financial Officer Natwar M. Gandhi today announced the appointment of Stephen M. Cordi to be deputy chief financial officer for the Office of Tax and Revenue. Mr. Cordi is a nationally-renowned expert on tax administration and is a past president of the national Federation of Tax Administrators.

Cordi was a part of the Maryland government from 1974 through his retirement in 2005, beginning as a special assistant Attorney General and retiring as deputy comptroller.

He is experienced in all aspects of tax administration, ranging from litigating contested cases to hands-on experience with registration, returns processing, taxpayer service, taxpayer accounting, revenue accounting, and case management.

“There are few more capable of helping us rebuild the public trust in the Office of Tax and Revenue than Steve Cordi,” said Gandhi announcing the appointment. “I am completely confident that he understands the challenges ahead and that he has the background needed to bring best practice to every aspect of the District’s tax administration.”

“I am honored to be coming to the District,” said Cordi. “We will do all that is needed to restore any lost confidence in the District’s tax system. I have been assured by Dr. Gandhi that I have the full-force of his cooperation and that of the entire staff of the Office of the Chief Financial Officer.”

Cordi is of counsel with the Baltimore-based law firm of Ober, Kaler, Grimes and Shriver. He will begin work with OTR on January 22.

A professional and biographical brief follows.
