When the heat index reaches 95 degrees the city implements its multi-agency heat plan. The District of Columbia Emergency Management Agency (DCEMA) coordinates the implementation of the heat plan, including monitoring of National Weather Service forecasts and notification of partner agencies. DCEMA also manages the operation of the public cooling centers located in several District of Columbia government buildings.
