Issuances Pertaining to the Enactment of DC Law 19-115, the District of Columbia Comprehensive Merit Personnel Amendment Act of 2012

Provisions of the Comprehensive Merit Personnel Act of 1978 (CMPA) were amended following the enactment of D.C. Law 19-115.  Provisions of the Act impact the separation pay awarded to Excepted Service employees, limit the amount of severance pay to Management Supervisory Service employees, limit the number of Excepted Service appointments available to the Mayor, and reduce the maximum number of annual leave hours that can be carried over from one leave year to the next, among other changes.

The DCHR is in the process of amending the rules contained in pertinent chapters of the D.C. personnel regulations to reflect the changes made by the law.  For more immediate purposes, however, DCHR is issuing, superseding, or rescinding E-DPM issuances (instructions and bulletins) as a means of ensuring that District government employees are aware of the changes.
