Lisa Marin Named Director of Personnel

 

On September 8, Mayor Williams named Lisa Marin the new Director of Personnel. Lisa Marin brings nearly 20 years of human resource experience to the District of Columbia. She joins DCOP from employment with the City of Columbus, Ohio, where she has served as the Deputy Director of Human Resources since 2001. In this role, she helped manage a $4 million department budget, a health care trust fund of $12 million, and a self-insurance health care budget of $60 million. She also directly managed a staff of 24 to provide human resources services and programs to the city's 8,500 employees. In addition, Ms. Marin prepared and oversaw the creation of city-wide executive orders, legislation, ordinances, policies and procedures related to human resource issues.

From 1996 to 2001, Ms. Marin was the Director of Human Resources and Administrative Services at the Mid-Ohio Regional Planning Commission (MORPC). During her tenure, Ms. Marin implemented a new human resources information system, created a new employee and executive pay plan, formed a training and development function and managed all of the agency's human resources functions, including employee relations and EEO. She also served as the agency's Disadvantaged Business Enterprise, Minority Business Enterprise and Female Business Enterprise Officer. In addition, she worked with federal and state agencies as a registered certified lobbyist for the planning commission on personnel-related issues.

Ms. Marin also has extensive private sector experience. She was a Corporate HR Manager at Damon's International, a Corporate Senior Employee Relations Manager at Qwest International, a Human Resources Generalist and EEO Advisor at Coaxial Cable Communications, and the Vice President of Human Resources at Ace/Beaver Business Products. She has also taught as an adjunct faculty member at Franklin University in Columbus, Ohio, and Columbus State Community College in Columbus, Ohio.

Ms. Marin received a Bachelor of Arts with Honors from Hampton University in Hampton, Virginia, and is currently working on her Master's of Education in Instructional Technology degree through American Intercontinental University. She is certified by the Society for Human Resource Management (SHRM) as a Senior Professional in Human Resources (SPHR). More recently, she served as a member of the SHRM Committee Taskforce and is the Immediate Past Chair of SHRM's National Workplace Diversity Committee.

Ms. Marin's appointment is effective October 4, 2004.
