A prehearing conference held on August 1, 2012 confirmed the format for the Public Hearing to be held on August 22, 2012 to amend Chapters 5, 6, 8, 11, 13 and 15 of Title 31 of the DC Municipal Regulations (DCMR).

The Public Hearing will be divided into two 2-hour segments. The first segment will consist of four panels with each panel allotted 30 minutes for presentation. The four panels include: (1) representatives of the three taxicab drivers’ associations; (2) representatives from the three largest taxicab companies; (3) representatives from the hotel/restaurant/hospitality industry; and (4) representatives from advocacy groups.

The second segment of the hearing will allow for public comment. Each person may have up to five minutes to make their statement. Registration is required and will commence on August 9, 2012.  Public comments are expected to be limited to the first 24 people to register. Any additional individuals will be called upon in order of their registration pending no-shows and time availability. 

Please be reminded that public comments during this hearing must be directed only to those matters pertaining to the changes to Title 31 DCMR Chapters 5,6, 8, 11, 13 and 15, contained in the proposed regulations as published in the DC Register on July 27, 2012. Participants in the first segment are required to provide a written statement of comments. Participants in the second segment are encouraged to also provide written comments.
