On August 10, 2005 the President signed into law SAFETEA-LU which guarantees funding for highways, highway safety, and public transportation that totals $244.1 billion, representing the largest surface transportation investment in our Nation’s history.
One of the state requirements was the development of a Strategic Highway Safety Plan (SHSP) by October 1, 2007. Failing to meet this date would locked in state fiscal year 2007 Highway Safety Improvement Program (HSIP) apportionment level pending development of a plan. States and the District of Columbia with SHSPs have additional flexibility to use up to 10% of their HSIP funds for behavioral and other safety projects on the condition they meet rail grade crossing and infrastructure safety needs as defined in their SHSPs.
