RFP NO. POKA-2006-R-0009-KH
The District of Columbia Department of Transportation (DDOT) is soliciting proposals to manage, rehabilitate and maintain specific assets of the 17 tunnels and underpasses within the District.
This will be a five-year performance-based contract with incentives and disincentives that include annual firm fixed-price elements and fixed-unit price tunnel upgrades. The contract consists of a two-year base period and three (3), one (1) year options to extend the contract period. The contractor will be responsible for managing, rehabilitating and preserving specific tunnel elements in the following maintenance categories, management and tunnel upgrades:
- Structural Rehabilitation and Maintenance
- Mechanical Rehabilitation and Maintenance
- Electrical Rehabilitation and Maintenance (excluding tunnel lighting)
- Electrical Rehabilitation and Maintenance of Vehicular Tunnel Lighting*
- Project Management
- 21 Specific Tunnel Upgrades*
Maintenance categories and upgrades marked with asterisks in the above list are Additive Alternates (optional contract line items) of which the District reserves the right to award any, all or none of the items. Even if the District does not award an Additive Alternate, the contractor shall monitor the condition of the asset and alert DDOT when maintenance is required.
Preservation of the assets will require rehabilitation and timely maintenance to meet or exceed the project performance measures. The successful contractor will be selected based on the following evaluation criteria:
- Technical Proposal
- Staffing, Management, Quality Control, Quality Assurance; Past Performance
- Price Criteria

DDOT is considering extending deadline for submission of proposals.
