The District of Columbia Government has published an advertisement announcing the availability of the Request for Proposals (RFP NO. POKA-2005-0048-KH) for a new contract to service the District’s approximately 16,500 parking meters, including management, supervision, personnel, equipment, facilities and supplies necessary to procure, install/retrofit, maintain, collect and monitor the performance of this District asset. A key requirement will be the staged conversion of existing meters to newer, updated technology.
The proposal documents are available for $30.00 at the 3rd floor Bid Room, the Reeves Municipal Center, 2000 14th Street, NW, Washington, DC. Proposals are due no later than 2 pm on January 12, 2006 to the Department of Public Works, Office of Administrative Services, Construction Contracts Support Branch, 3rd Floor Conference Room, Reeves Center, 2000 14th Street, NW. A pre-proposal conference will be held on Monday, December 19, 2005 at 10:30 am in the 3rd floor conference room at the Reeves Center.

The District of Columbia (District) Office of Contracting and Procurement, on behalf of the District Department of Transportation Traffic Services Administration (DDOT/TSA), is soliciting proposals for the provision of parking meter asset management services. The DDOT/TSA, through the services of a private contractor, operates 78 collection routes on which approximately 16,500 metered spaces are deployed. Services are currently being provided under an extension to the original contract and it is the District’s intent to continue to use outsourcing to provide these services. Therefore, the District requires the services of a contractor to provide the management, supervision, personnel, equipment, facilities and supplies necessary to procure, install/retrofit, maintain, collect and monitor the performance of the District’s parking meter assets. The contractor shall be required to convert District parking meters, on a staged basis, to newer updated technology and manage, operate and maintain all parking meters.
The District contemplates awarding a performance based requirements contract with incentives and disincentives (FPI). The basic term of the contract will be two (2) years with three (3) one year options to extend the contract term.
