The Department of Housing and Community Development (DHCD) announces that the Rental Housing Functions/Condominium and Cooperative Conversion Procedures will transfer from the Department of Consumer and Regulatory Affairs (DCRA) to DHCD. In addition, staffing for the Rental Housing Commission will also transfer from DCRA to DHCD. The transfer will be effective October 1, 2007.
These functions will be housed under the newly-created Housing Regulation Administration (HRA) at DHCD. The HRA will include two divisions, the Rental Conversion and Sale Division and the Rental Accommodations Division. Key functions of the Rental Conversion and Sale Division will include regulation of condominium formation and registration, managing conversions from rental housing to condominiums or cooperatives, and regulation of tenant opportunity to purchase rights. The Rental Accommodations Division will manage residential rental housing registration and licensing, rent adjustment procedures, landlord/tenant petitions and notices to vacate. The Rental Housing Commission will continue to hear appeals of Rent Administrator decisions.
