The Department of Housing and Community Development announced a Notice of Funding Availability (NOFA) for $25 million in funding under the Community Development Block Grant (CDBG), the Home Investment Partnerships Program (HOME), the Housing Production Trust Fund (HPTF) program and Department of Mental Health (DMH) funds, administered by DHCD.
The competitive Request for Proposals (RFP) was released on Friday, November 16, 2007. Completed applications must be delivered on or before 4:00 p.m., E.S.T., Friday, January 25, 2008, to DHCD, Development Finance Division, 801 North Capitol Street, N.E., Second Floor Reception Desk, Washington, D.C., 20002. No applications will be accepted after the submission deadline.

The District is interested in financing projects that focus on the following categories:
- elderly housing; special needs housing;
- permanent housing for chronically homeless individuals and families in mixed income buildings with supportive services;
- preservation of housing affected by expiring federal subsidies;
- new/substantial rehabilitation of housing (5 or more units);
- homeownership, and
- permanent supportive housing units for the exclusive use of DMH consumers.
Please note that no community facilities financing is available this round. DHCD hosted two pre-proposal conferences. The first was held on Thursday, October 25 (focused on housing special needs populations), and the second was held Tuesday, November 27.
