District Announces New Low-Income Housing Tax Credit Plan

(Washington, DC) -  The Department of Housing and Community Development (DHCD) released on February 6 a new Qualified Allocation Plan (QAP) for the District’s Low Income Housing Tax Credit Program (LIHTC).

Federal law requires that the District adopt a plan to allocate LIHTCs to projects based on federally mandated requirements and priority needs. The District’s QAP is intended to encourage private investment in the construction and rehabilitation of low- and moderate-income housing. The plan is available below.

The mission of DHCD is to create and preserve opportunities for affordable housing, promote economic development, and revitalize underserved communities in the District of Columbia. DHCD focuses on three strategic areas: 1) preserving and increasing the supply of affordable housing through new construction and rehabilitation; 2) increasing homeownership opportunities; and 3) revitalizing neighborhoods, promoting community development, and providing economic opportunities.

Using the Low Income Housing Tax Credit as a tool, DHCD hopes to foster development of housing for individuals with special needs, promote mixed income housing, and prevent the displacement of rental households from the District’s changing communities.
