The District of Columbia Seeks Waiver Approval for WIA Performance Measures
Requests public comment on a simplified performance accountability system

(Washington, DC)  The Department of Employment Services (DOES) has formally requested a waiver for the District to move from the Workforce Investment Act’s (WIA) current system of 17 performance measures to the soon-to-be mandated Common Measures, a simplified system of measuring performance. The request, which was sent to the US Department of Labor (USDOL), states that a simplified and streamlined performance accountability system would add to the department’s seamless delivery of services. A response from USDOL is pending.

“Our primary goal in submitting this waiver request,” said DOES Director Gregg Irish, “is to ensure that federally funded programs under the Workforce Investment Act continue to provide improved services to our constituents.  A seamless, uncomplicated performance measurement process is germane to monitoring the federal return on investment.”

The change from performance measures to common measures would mean that, among other things, DOES would operate under a nine-measurement system. The waiver would afford the District the flexibility to customize, plan, and implement service delivery for various programs and easily facilitate system-wide performance accountability. The change would also allow the District to provide more concise information to congressional and legislative leaders and the general public concerning the use of public funds.

Approval of the waiver would positively impact all customers of the workforce investment system by providing accountability while improving program management and performance. The DOES will monitor the implementation and impact of the waiver through a combination of performance reporting, evaluations, and discussions with stakeholders on progress and expected outcomes.

The public is invited to provide input on the new Common Measures Waiver Request which will be posted for 14 days on the department’s website at www.does.dc.gov.  All comments should be forwarded to does@dc.gov.
