At the direction of Attorney General Peter Nickles, the District Government has been conducting a comprehensive review of District regulations to identify steps necessary to implement the "Jury and Marriage Amendment Act of 2009" and the "Domestic Partnership Judicial Determination of Parentage Act of 2009."
The following are some highlights of actions some agencies have taken thus far:
- The Mayor's Office of Gay, Lesbian, Bisexual and Transgender Affairs, in addition to drafting a fact sheet, is updating the information on their website, thereby creating a centralized location where one can find basic rights and responsibilities pursuant to the new law.
- The Department of Health has proposed new rulemaking that will allow the District to recognize domestic partnerships in other states and countries as domestic partnerships in the city.
- The Department of Insurance, Securities and Banking has issued a bulletin that provides guidelines for insurance companies to comply with the new laws.
- The Department of Human Resources is conducting a thorough review of benefits packages and will make appropriate notifications to D.C. Government employees. They are also reviewing and implementing changes to the Peoplesoft System, the city's human resources, benefits and payroll system.
Note:
- If you are part of a same-sex couple that has been legally married in another state or country, or have been registered as a domestic partner in the jurisdictions that have been certified as substantially similar, there is no need for you to register your marriage or domestic partnership with the city.
- If you are legally married, you will not be able to jointly file your taxes in the District until there is further legislative action.
