Suspects Arrested in Armed Kidnapping and Robbery Incidents

On Tuesday, October 31, 2006, at approximately 3 pm, 33-year-old Rodorrio Kittrell, of the 3000 block of 30th Street, SE, responded to Metropolitan Police Headquarters to meet with investigators. He was subsequently charged with Kidnapping While Armed in the offense which occurred on Friday, October 27, 2006, in the 1300 block of 4th Street, NE. He is scheduled to be arraigned in DC Superior Court on November 1. The investigation into the other case remains ongoing.

On Monday, October 30, 2006, 41-year-old Caliss Johnson, of no fixed address, was arrested without incident by members of the Capital Area Regional Fugitive Task Force (composed of members of the Metropolitan Police Department and the United States Marshals Service) with the assistance of officers from the Seventh District. He is presently charged with kidnapping while armed in two of the cases and additional charges are pending. He has been charged with the Thursday, October 26, 2006 offense committed in the 3000 block of M Street, NW, and the Friday, October 27, 2006 offense committed in the 1300 block of 4th Street, NE. The investigation into the other case remains ongoing. The department would like to take this opportunity to thank the news media for their assistance in publicizing these cases and the general public for information provided during this investigation.

The Metropolitan Police Department is seeking the public’s assistance to identify and locate suspects wanted in connection with three armed kidnappings and robberies.  These offenses are similar in nature and apparently were committed by the same individuals, although the first offense was committed by a lone gunman who fits the description of the large suspect in the other two cases. 

 

The suspects in these cases are described as dark complexioned black males with facial hair and close cut hairstyles, 34–40 years of age, 5’8”–6’0” in height.  One of them weighs about 190–200 pounds; the other is described as being extremely large, weighing between 220–300 pounds.  The female victims in each case also report being fondled in a sexually explicit manner.

 

The first offense occurred at about 12:15 am on Thursday, October 26, 2006, in the 3000 block of M Street, NW.  As she parked her car, the victim was approached by a suspect who exited a vehicle described as an SUV, possibly a Ford product.  The suspect told the victim that he was a police officer and displayed what appeared to be an ID folder and badge.  The suspect asked for the victim’s driver’s license and registration, and at some point ordered her from her vehicle, saying that she was operating a stolen vehicle and was under arrest.  He then handcuffed her and put her in the rear passenger seat of his SUV, and placed the woman’s purse on the front passenger seat.   He drove the suspect around for a time, threatening her with a dark colored handgun at some point.  The suspect obtained the victim’s ATM card, forced her to reveal her PIN, and then obtained money from one or more ATMs, possibly somewhere in Maryland.  The suspect then took the handcuffs off the victim and released her.

 

The second offense occurred at about 9:05 pm on Friday, October 27, 2006, in the 1300 block of 4th Street, NE.  In this case, two suspects exited a Ford SUV, displayed badges, identified themselves as law enforcement officers and accosted a man and a woman sitting in a vehicle on the parking lot of a motel.  The suspects took the victims to their motel room, told the man that he would have to pay a fine, and then left with his female companion.  The suspects attempted to obtain money from ATMs using the woman’s credit card but failed.  Finally, they obtained cash from her purse and released her.

  

The third case occurred at about 1:15 am on Sunday, October 29, 2006, in the vicinity of 13th and K Streets, NW.  In this case, another couple was accosted by the police impersonators.  The suspects, who were in a vehicle described as a Ford SUV bearing partial Virginia license tags “YW” or “YZ," pulled up alongside the couple as they sat at a traffic light.  The suspects told the man and woman that they were police officers and were under arrest for speeding, and ordered them from their vehicle.  The male victim was handcuffed, and both he and his companion were placed in the suspects’ vehicle.  A hood was placed over the male victim’s head.  The suspects obtained the male victim’s ATM card and PIN and got cash from an ATM and gasoline from a gas station.  The victims were then released.

 

These cases are under investigation by detectives assigned to the MPDC's Special Investigations Division.  Anyone who has information about these armed kidnappings or who may know the identities of the suspects is asked to call the department’s Synchronized Operations Command Center at (202) 727-9099. 

 

The Metropolitan Police Department is currently offering a reward of up to $10,000 to anyone who provides information that leads to the arrest and conviction of the person or persons responsible for any robbery committed in the District of Columbia.
