ATM Fraud Suspect Surrenders to Officers

On Wednesday, August 22, 2007, 38-year-old Joshua Flood surrendered himself at the Department’s Third District where he was charged with Credit Card Fraud. Mr. Flood, of no fixed address, had been sought on an outstanding arrest warrant in connection with the investigation of a series of offenses involving the fraudulent use of ATM cards.  In those cases, a suspect utilized ATM cards at various facilities which had inadvertently been left in the Automated Teller Machines.  Evidently, the suspect observed his victims while they made their transactions and subsequently retrieved their cards and fraudulently used them to obtain cash. Those offenses occurred at ATMs located at Dupont Circle, NW, the 700 block of 13th Street, NW,  and the 1900 block of F Street, NW. 

 

The Department’s Financial Crimes and Fraud Unit wishes to remind and advise citizens that some ATMs do not automatically dispense the ATM card and require a manual transaction to retrieve the card.
