At approximately 7:45 this morning, Officer Kenneth Catterton of the First District was on focused patrol in the 200 block of 6th Street, SE, when he observed a man who appeared to be following an elderly woman. A citizen in the block flagged down the officer and expressed concern for the safety of the woman.
When Officer Catterton approached the man and attempted to speak with him, the subject fled. The man reportedly discarded a handgun before he was apprehended in the 600 block of North Carolina Avenue, SE.
The subject, identified as 25-year-old Neville Antwoine Saxton, of no fixed address, was charged with Carrying a Pistol Without a License and found to be wanted on a Traffic Bench Warrant for not having a valid permit. First District detectives investigating a series of robberies in the Capitol Hill area interviewed Mr. Saxton and charged him with Armed Kidnaping in connection with the abduction of a woman which occurred at approximately 9:15 p.m. on Monday, August 16, 1999.
The woman was reportedly abducted in the 600 block of A Street, NE. She was taken to an automated teller machine in the 300 block of Florida Avenue, NE, where the man was unsuccessful in obtaining money from the woman's account.
Mr. Saxton was scheduled to be arraigned Wednesday in D.C. Superior Court.
