At 7:30 this morning, 48-year-old bus driver Carlos Garcia, of the 5700 block of Thomas Edison Court in Alexandria, Virginia, was arrested on a warrant charging him with negligent homicide in connection with the September 7, 1999 death of 49-year-old William Norris. Norris was struck by a Yellow Motor Coach bus as he was walking across the street at the intersection of North Capitol and E Streets, NE.

Garcia, a driver for the Yellow Transportation Company, was arrested, without incident, in the office of the Major Crash Unit, located at 1215 Third Street, NE. He is scheduled to be arraigned today in D.C. Superior Court.
