The Metropolitan Police Department has made an arrest in the April 2, 2008 fatal shooting of Tory Wilcher. At approximately 5:30 am, Sunday, April 27, 2008, members of the department’s Warrant Squad Unit arrested 18-year-old Vincent Mills, Jr. He was arrested in the 2400 block of Queens Chapel Road in Hyattsville, Maryland, and was charged with Second Degree Murder While Armed.
Shortly before 10 pm on Wednesday, April 2, 2008, police and D.C. Fire Department emergency medical personnel responded to the 800 block 19th Street, NE to investigate the report of a shooting. Upon arrival, they located Tory Wilcher, of an unknown address, suffering from an apparent gunshot wound to the head lying on the ground. Emergency medical personnel could find no life signs. He was transported to the Office of the Chief Medical Examiner for the District of Columbia and pronounced dead.
