The Metropolitan Police Department is seeking the public's assistance in locating a suspect wanted in connection with the murder of 18-year-old Stoney Ferrell , who was shot to death in the unit block of Q Street, NW shortly before 9:00 on the night of Monday, March 29, 1999. The suspect also shot and wounded another person and fired at two homicide detectives who were canvassing the area for a suspect in a homicide investigation. One of the two homicide detectives returned fire, but the suspect made good his escape.
Homicide detectives have obtained an arrest warrant charging a suspect with First Degree Murder While Armed.
The suspect is identified as 18-year-old Frederick Simmons of no fixed address. He is described as a dark complexioned black male with short, nappy hair, 5'5" tall, weighing 120 pounds. He walked away from D.C. General where he was undergoing treatment for a gunshot wound to to his left leg, which is covered in a full cast. Simmons is known to frequent the area of the 1600 block of Kramer Street, NE and the 2200 block of Savanna Terrace, SE.
