At approximately 2:23 on the morning of Friday, December 25, 1998, police and DCFD emergency medical technicians responded to the 4300 block of South Capitol Street, SE for the report of a shooting. Upon arrival, they found a male suffering from multiple gunshot wounds to the body.

The victim, who has been identified as 30-year-old Francis Nathanial Jefferson of the 4900 block of North Capitol Street, NW, was transported to DC General Hospital where he was pronounced dead at 3:12 am.
