At approximately 10:04 on the night of Thursday, February 25, 1999, police and DCFD emergency medical technicians (EMTs) responded to the 300 block of 51st Street, SE for the report of a shooting. Upon arrival, they discovered a male suffering from a gunshot wound to the head seated behind the wheel of a truck. The EMTs could find no life signs.
The victim, who has been identified as 18-year-old Kelvin Howard, of the 800 block of 51st Street, SE, was later transported by morgue wagon to D.C. General Hospital. He was officially pronounced dead at 12:35 am on Friday, February 26th. The remains were then taken to the D.C. Medical Examiner's Office.
The case is currently under investigation by detectives assigned to the Metropolitan Police Department's Homicide Division.
