Missing Persons -- Rocky and Rafiq Downs

The Metropolitan Police Department is seeking the public's assistance in locating two missing persons persons last seen at about 1:30 on the afternoon of Monday, October 25, 1999, in the 2000 block of Martin Luther King Avenue, SE.

The missing persons are identified as 34-year old Rocky Leo Downs and his one-month-old son, Rafiq Latif Maurice Downs. Mr. Downs remained in the car with his son while his wife was conducting business. When Mrs. Downs returned, the car was not there. Her husband and child have been missing ever since.

Mr. Downs (pictured here) is described as a bald dark-complexioned male with light facial hair, 6 feet tall, weighing 250 pounds. He was last seen wearing a dark blue warm-up suit with white stripes. He suffers from mental problems and diabetes and is on medication to treat both conditions.

The Downs' automobile is described as a black colored 1988 Ford Tempo, bearing D.C. registrationAE-8773.
