At approximately 12:50 am, on Saturday, December 24, 2005, a 2003 BMW was reportedly stolen from Prince George?s County during an armed carjacking. At approximately 1:20 am, the vehicle, occupied by three individuals, was observed traveling in the wrong direction on Washington Avenue, SW, by a member of the United States Capitol Police. An attempt was made to pull the vehicle over, but the vehicle reportedly sped off and proceeded eastbound onto Independence Avenue.
The vehicle eventually continued eastbound on Pennsylvania Avenue, SE, and entered the 1700 block of Pennsylvania Avenue, SE. The car subsequently struck the north and south curbs and a light pole. The vehicle then reportedly continued traveling onto the exit ramp that leads from the Dwight D. Eisenhower freeway onto Pennsylvania Avenue, SE, where it struck a Dodge Ram pick-up truck that was stopped at the signal light.
DC Fire and Emergency Medical Services personnel responded to the scene and could find no signs of life from the driver of the BMW. He has been identified as 23-year-old Matthew Devon Patrick, of the 1700 block of Benning Road, SE. A second occupant, who has been identified as 18-year-old Jewell K. West, of the 1200 block of C Street, NE, was transported to the DC Office of the Chief Medical Examiner, where she was pronounced dead. A third occupant, a juvenile female from the District, was transported to an area hospital for treatment of non-life-threatening injuries. The driver of the Dodge pick-up truck, identified as 49-year-old Claude C. Hood-Bey, of the 1800 block of 14th Street, SE, was treated and released at an area hospital for apparently non-life-threatening injuries.
Speed appears to be a contributing factor in this case, which remains under investigation by members of the Major Crash Investigations Unit. These were the 48th and 49th traffic fatalities of the year in the District of Columbia.
