Accident on I-295

At approximately 6:00 this morning, a northbound tractor-trailer overturned on I-295 near Bolling Air Force Base as the result of a collision with an automobile.

The accident occurred when the operator of a 1996 Toyota Camry, who was also travelling northbound on I-295, struck the left side guardrail and ricocheted into the lane being used by the northbound tractor-trailer. The tractor-trailer struck the Camry, overturned and subsequently burst into flames.

Concerned motorists extricated the truck driver from the vehicle and pulled him to safety. The truck driver has been identified as 61-year-old Charles Brown, of the 8000 block of Carey Branch Drive in Fort Washington, Maryland. He was transported by ambulance to D.C. General Hospital where he was admitted in stable condition.

The operator of the Toyota Camry has been identified as 50-year-old Ossie Howard, of the 500 block of East Howell Avenue in Alexandria, Virginia. At this time, he has not complained of injuries. He is currently under arrest and is being processed at the Seventh District stationhouse.

Howard has been charged with operating a motor vehicle without a permit and driving under the influence.
