Suspect Arrested for Attempted Enticement of a Minor

At approximately 9:45 pm on Tuesday, September 26, 2006, members of the Department’s Youth Investigations Branch’s Internet Crimes Against Children Unit (ICAC) arrested 53-year-old Randall Casseday of the unit block of Manor House Drive in Dobbsferry, New York.  He was arrested, without incident and charged with violation of Title 18 of the United States Code, Attempted Enticement of a Minor.

Mr. Casseday allegedly utilized the Internet to make contact with what he believed to be a 13-year-old female and reportedly made arrangements to meet her.  Mr. Casseday, who lives in New York but rents a room in the Metropolitan area while in the District, arrived at the agreed upon location and was met by officers who placed him under arrest. He will be arraigned in United States District Court.

Members of the ICAC enter “chat room” conversations in an attempt to intercept those attempting to entice juveniles in order to combat the growing problem of Internet sexual predators.
