On December 18, 1999, at approximately 3 pm, Metropolitan Police were called to the rear of of the unit block of M Street, SW, for the report of an unconscious person.  Upon arrival, officers located an adult female suffering from apparent trauma to the body. DC Fire and Emergency Medical Services personnel responded to the scene but could find no signs consistent with life. The victim, who was identified as 32-year-old Venus Ilese Jamison, of no fixed address, was transported to DC General Hospital and pronounced dead. An autopsy conducted by the Office of the Chief Medical Examiner for the District of Columbia ruled the cause of death to be multiple stab wounds and the manner of death to be homicide.

A subsequent investigation conducted by members of the MPDC's Violent Crimes Branch led to the issuance of a DC Superior Court Arrest Warrant charging 41-year-old Jerry Donello Hill, of the 900 block of 45th Street, NE, with Second Degree Murder While Armed in the murder of Venus Jamison.
