The Metropolitan Police Department, in consultation with the DC Attorney General’s Office and the United States Attorney’s Office, made a good faith analysis of what the Constitution requires. We certainly did not attempt to circumvent the Fourth Amendment in implementing the Neighborhood Safety Zones, as recognized by the United States District Court for the District of Columbia.  We all did what was appropriate and what we believed to be lawful to save lives in the Trinidad neighborhood and for the greater good of public safety.
