(Washington, DC) Today, the District’s Acting Chief Procurement Officer, David P. Gragan, announced three key procurement initiatives aimed at transforming the Office of Contracting and Procurement (OCP): launch of the District's first ever bid opening webcast; development of a Vendor Handbook; and a comprehensive plan to eliminate ratifications.
