Washington, DC - On Tuesday, November 6, the District of Columbia City Council confirmed David P. Gragan as the District's new Chief Procurement Officer. Gragan, who was appointed acting Chief Procurement Officer in June 2007 by Mayor Adrian M. Fenty, was confirmed unanimously.
“It is an honor to accept the position of Chief Procurement Officer for the District of Columbia,” said Gragan. “I look forward to strengthening our partnerships with local businesses and other key stakeholders as we strive to find common sense approaches to streamlining the procurement process. We have a tremendous opportunity before us to bring to bear best practices in this fundamentally important process.”
With more than 27 years of professional experience, Gragan most recently served in various government procurement operations in a consulting role, working for several global consulting firms. Prior to that, he was the director of procurement for the states of Indiana, followed by Texas. He has received the distinguished service awards of both the National Association of State Procurement Officials (NASPO) and the National Institute of Governmental Purchasing.
Gragan is a Certified Public Procurement Officer (CPPO) and a member of the Board of Advisors for the National Contract Management Association (NCMA). Before his service in state government, Gragan was a signals intelligence officer in the United States Marine Corps.
Gragan is a graduate of the United States Air Force Academy and the University of Southern California. He currently lives in the District.
