District’s Chief Procurement Officer Reappointed to the National Contract Management Association’s Board of Advisors

(Washington, DC) – The District of Columbia’s Chief Procurement Officer, David P. Gragan, has been reappointed to the Board of Advisors for the National Contract Management Association (NCMA).  The appointment is from July 1, 2008 through June 30, 2009.

“David Gragan is a well-respected leader and trendsetter in the field of procurement,” said Mayor Adrian M. Fenty.  “His work in government both locally and nationally is helping to reshape the image of the District’s procurement system that was once tarnished.  I am pleased that NCMA recognizes his talent and broad knowledge of procurement.”

Fenty appointed Gragan as the District’s Chief Procurement Officer in June of 2007.  During his tenure he has worked to eliminate ratifications; established an Office of Procurement Integrity and Compliance; and implemented operational policies and procures aimed at streamlining the procurement process.

“I am honored to have been selected to continue to serve on the Board of Advisors for this very important procurement organization,” said Gragan.  “Through my affiliation with NCMA, I will work to ensure that the District is at the forefront of a national discussion on procurement.  The appointment will also give me an opportunity to bring back best procurement practices to my colleagues and staff.”

Members of the Board of Advisors are appointed in accordance with the national bylaws to provide top-level counsel to the national officers of NCMA on issues of importance to the contract management profession. The board consists of senior executives who represent a cross section of the profession, including the public sector (federal, state, and local government), the private sector (industry and professional firms), accredited educational institutions and/or other recognized training establishments, and select individuals retired from such organizations.

NCMA meets two or three times each year.  NCMA was formed in 1959 to foster the professional growth and educational advancement of its members. NCMA is a membership-based, professional society, whose leadership is composed of volunteer elected officers.  For more information about the District’s procurement process, please visit our website, ocp.dc.gov, or call (202) 727-0252.  For more information about NCMA, please visit ncmahq.org.
