(Washington, DC) Mayor Anthony A. Williams has appointed Esther M. Scarborough as the Interim Chief Procurement Officer, Office of Contracting and Procurement (OCP).
Mrs. Scarborough began her service as Interim Chief Procurement Officer on September 29, 2006. She joined OCP in January 2000 and was the Senior Contracting Officer for the Department of Health and the Department of the Environment. In addition, Mrs. Scarborough executed all Human Care Agreements for the District. Mrs. Scarborough succeeds Mr. Herbert R. Tillery
Mrs. Scarborough brings to the Interim Chief Procurement Officer position over thirty-eight years of experience and training in the Federal and the District acquisition field. Prior to joining OCP, Mrs. Scarborough was with the Department of the Navy Acquisition Force. Under the Defense Acquisition Workforce Improvement Act, Mrs. Scarborough was compliant at level III, Critical Acquisition Position, and was a member of the Department of the Navy Acquisition Professional Community. She is a TRAIL BOSS Contracting graduate.
From February 1997 - December 1999, Mrs. Scarborough was a contracting officer with the Commander, Space and Naval Warfare Systems Command. She was appointed as the Contracting Officer to the newly established Electronic Acquisition 21 (EA-21) Paperless Acquisition Program Office located in Crystal City, Arlington, Virginia. She represented the Navy on two major Paperless Integrated Product Teams (IPTs) - Contract Closeout Working, and Receipt Processing, DD250. The projects were a joint effort with members from every department within the Department of Defense. In addition, she was the Navy’s IPT Program Manager for these projects.
From January 1989 - January 1997, Mrs. Scarborough achieved contracting officer status for the Naval Information Systems Management Center located at the Washington Navy Yard, Washington, DC. She awarded the largest competitive telecommunication contracts in the Department of Defense; the "Video Voice and Data" (ViViD) in excess of $3 billion dollars.
Mrs. Scarborough attended Southeastern University in Washington, DC.
