Following the DC Council vote on March 7, 2006, the District of Columbia Office of Contracts and Procurement (OCP) on behalf of the Office of the Chief Technology Officer (OCTO), immediately awarded three major technical systems contracts for UCC E9-1-1 Telephony, UCC Radio System and UCC Computer Aided Dispatch (CAD). The UCC LAN/WAN and EMA Radio Systems contracts were also awarded around the same period. The technical systems vendors on the project are Intergraph, Motorola, IBM, Networking For Future (NFF), and MCDean. Each of these contracts has a LSDBE set-aside ranging from 20 to 50 percent of the total dollar value of each awarded contract. With this award date the new facility phased activation will begin Fall 2006.

The simple definition of Technical Systems, sometimes known as IT (information technology) are the multiple layers of computer software and hardware necessary to operate a building. - CAD (Computer Aided Dispatch): This is the software used to process public safety emergency and non-emergency constituent calls.
- Voice Logging and Recording: Infrastructure and software used for recording of call taking and dispatch operations.
- Telephony: Used for call receipt, routing and automatic distribution, processing and tracking of statistical call data.
- Radio Dispatch: Infrastructure and software used for public safety radio dispatch of first responders.
- LAN/WAN Infrastructure: Provides physical network connectivity of systems within the UCC and to the DCWAN to provide inherent reliability and necessary redundancy.
- Timing: Will synch all systems of the UCC to a common clock.
