Request for Expressions of Interest and Qualifications

RFQ#: 060-01

Title: Utility Design and Engineering

Project: Southwest Waterfront

RESPONSES DUE:  Friday August 22, 2008 12 pm EDT

The Southwest Waterfront is the premier development and construction project in the nation’s Capital.  Hoffman-Struever Waterfront, the master developer, is developing the site that is located along the Washington Channel in Southwest Washington.  The project will provide over 2 million square feet of new development – residential, office, retail, hotel and cultural—and will reconnect the Southwest quadrant of the city with its waterfront with new parks, promenades, piers, and view corridors.  This project will be a LEED-ND Pilot Project and all buildings will be LEED Silver at a minimum. The project will be constructed in 3 Phases beginning in 2010 through 2017.  Predevelopment and design of the project are underway and will continue through the project commencement.

TIMING: The utility design engineer will be expected to begin immediately and consult with the design and development team through phase 1 commencement in 2010.  The opportunity to provide services for each of the building sites will be issued at a later date.

OPPORTUNITY:  Hoffman-Struever Waterfront, LLC is soliciting expressions of interest and qualifications from utility design engineers and consultants to perform engineering and consulting services for the utility relocation, site utilities, and utility provision for the entire 40 acre site including project site work and below-grade improvements as well as utility provision to the 400 slip marina.  Consulting for each building will be through a separate solicitation.

SCOPE: The utility consultant / engineer will be responsible for:

  • Initial Evaluation of the existing conditions, utility company plans
  • Preparation of a master utility distribution plan indicating the planned installation electrical, telephone, CATV, gas, and fiber optic lines
  • Design coordination with utility companies to evaluate the current capacity of system designs, design of relocation strategies, and permanent utility implementation
  • Project meeting attendance and coordination at all design team/development meetings for utility services
  • Field coordination with the project developer, construction company, and utility companies throughout construction
  • Utility Relocation – prepare designs and cost estimates for the relocation of all necessary utility lines.
  • Preparation of street light plan and coordination/permitting with the District Department of Transportation.

REQUIREMENTS:      

  • The applicant must be a registered engineer in the District of Columbia
  • The applicant must have a current business license and a current Clean Hands Certificate issued by the District,
  • The applicant must not have any adverse judgments against them for professional misconduct. 
  • HSW is required to achieve 35 percent CBE participation on all phases of development.  Certified Business Enterprises (CBE) are encouraged to apply and non-CBE firms are encouraged to enter into joint venture agreements with CBE firms.

 RESPONSE: Submissions may not exceed 25 pages in total and must be submitted on 81/2” by 11” format. 

Submit 5 hard copies and disc of all submission materials

Submissions must include:

1. Statement of Interest, to include summary of qualifications, experience, particular expertise for this job

2. Resume summaries of key personnel who will work on the job

3. Billing rates for personnel who will work on the job

4. CBE Certification, if applicable

5. If non-CBE plans (if any) to joint venture with CBE firm, to utilize CBE firm as a sub-consultant, etc.  Identify any CBE firms to participate in the work, and scope of work they would perform and percent of fee they would earn.

6. Contact person and contact information

7. Three references with contact information to include name, telephone number, address and email address

EVALUATION CRITERIA:

The submissions will be evaluated on the basis of the following items:

  • Qualifications, capacity and experience   
  • Personnel to be assigned to Job               
  • References
  • CBE Utilization                   

RFQ issued: August 6, 2008

Responses due: August 22, 2008        

Contract award: September 2, 2008
