Mayor Adrian M. Fenty and Robin-Eve Jasper, interim director for the Office of Property Management (OPM), today announced that the award for the construction management (CM) services contract for the new Consolidated Forensic Laboratory (CFL) project was made to Jacobs Engineering Group. The DC Office of Contacting and Procurement (OCP) awarded the contract following approval by DC Council.
"This is a significant milestone to ensure timely completion of this mission critical facility," said Mayor Fenty. "The CM contract award reinforces my administration’s commitment to public health and public safety."
The contract, which was competitively bid, is an Indefinite Delivery/Indefinite Quantity (IDIQ) support for construction management (CM) and project management (PM) services, and consists of one base year period and four option years. Jacobs Engineering will be tasked with performing design and constructability reviews, estimating and cost control, administering the construction phase, maintaining project records, performing construction quality control inspections and will act as the commissioning agent for the project. The contract also includes 35 percent LSDBE set-aside agreement. Motir Services, an LSDBE firm, is partnering with Jacobs to deliver these services.
"The award of the CM contract will solidify our project team and give us access to a pool of technical resources that Jacobs offers," said Director Jasper. "They will be hitting the ground running and will engage immediately in performing constructability reviews and produce an independent construction estimate. Jacobs’ vast experience with similar laboratory facilities across the nation will contribute significantly to the success of this project."
The CFL is a 240,000-square-foot new facility that will consolidate the city’s public safety forensic science and public health efforts into a single world-class, state-of-the-art facility. It will play a vital role in advancing and improving public safety support, homeland security and crime investigation capabilities. This state-of-the-art facility will put the DC public health lab, the chief medical examiner and the police department’s crime lab all under one roof. In addition, the building will be environmentally friendly and is tracking LEED gold certification.
