District Issues Solicitation for Construction Services for Consolidated Forensic Laboratory (CFL) Project

(Washington, DC) - Mayor Adrian M. Fenty, David P. Gragan, Chief Procurement Officer, and Robin-Eve Jasper, Acting Director for the Office of Property Management (OPM), have announced the release of the construction services solicitation for the Consolidated Forensic Laboratory (CFL) project.  The announcement (Renovations for MPD First District Station in Progress) came during a tour of the construction renovation work at Bowen school on September 24, 2008, with Allen Lew, Executive Director of the Office of Public Education Facilities Modernization (OPEFM).  Bowen school will be transformed into the future home for MPD First District (1D).

“The CFL is one of the most important projects in my Administration and key to improving the criminal justice system, in the District,” said Mayor Fenty. “The lab will coordinate crime, public safety and health investigations to help law enforcement solve crimes quickly without the need to rely on others and their competing priorities.”

Copies of the solicitation (DCAM-2008-R-0088) will be available on September 25, 2008 from the Office of Contracting and Procurement’s (OCP) website, under "Business Opportunities."  Proposals are due by 2 pm EST on November 7, 2008. Offerors are encouraged to frequently visit this site for future updates on this solicitation, including any solicitation amendments.

The CFL is a state-of-the-art scientific laboratory facility that will house the Metropolitan Police Department (MPD) Forensic Laboratory, the Department of Health (DOH) Public Health Laboratory, and the Office of the Chief Medical Examiner (OCME). The CFL will be a LEED Gold certified facility.  The CFL will be constructed at the site of the current MPD First District Headquarters at 415 4th Street, SW, which will be abated and demolished as part of this solicitation.  The CFL will be 287,000 NSF, with six (6) levels above grade and two (2) levels below grade parking. The contract will be a firm fixed price with a 35 percent set-aside for Small Business Enterprises.  The CFL is a capital project of the Office of Property Management (OPM).
