Office of Tax and Revenue Fills Key Positions In Real Property Tax Administration

(Washington, D.C.) Stephen Cordi, deputy chief financial officer for the Office of Tax and Revenue (OTR), today announced the appointment of two key personnel in the Real Property Tax Administration. Richie McKeithen, director of OTR’s Real Property Tax Administration (RPTA) and David Fitzgibbon, chief appraiser, will begin work at RPTA on June 9.

“These two appointments bring considerable experience and expertise in real property,” said Cordi.  “They will be a great asset to the Real Property Tax Administration.”

RPTA is responsible for property assessments, ownership and address changes, tax billings, tax relief program administration, and land recordation for real property in the District of Columbia.

Ritchie McKeithen managed the daily functions of the assessor’s office with the city of Hampton, Va. This included the annual valuation of 50,000 parcels of real property and reviewing all applications for exemption from real property taxes.  He was named the Hampton City 2007 Director of the Year.  McKeithen also served as city assessor for Richmond, Va, where he managed the annual valuation of 70,000 parcels of real property. Prior to going to Richmond, in 2001, McKeithen worked for OTR as a commercial assessor and supervisory assessor. 

McKeithen earned a master’s degree in business administration from Morgan State University and a bachelor’s degree in business management from Hampton University.  He holds a graduate certificate in Real Estate and Urban Development from Virginia Commonwealth University; and Certified General Appraiser licenses from the District of Columbia and Virginia. In addition, McKeithen has completed Executive Education coursework at the John F. Kennedy School of Government at Harvard University. 

David Fitzgibbon has been the chief appraiser of Henry County, Georgia for the past four years. In this position he managed the mapping and appraisal of 83,000 parcels of real property and 9,700 personal property accounts.

Fitzgibbon also developed operational procedures for the review and annual revaluation of property assuring compliance with applicable laws. He was formerly president of Fitzgibbon and Associates, which conducted commercial and industrial appraisals in Georgia and Mississippi.

Fitzgibbon attended the University of Memphis and the University of Tennessee where he majored in business administration. He is a member of the International Association of Assessing Officers, the Georgia Department of Revenue Certification Program, and the Georgia Association of Assessing Officials. He was formerly the director of the Property Tax Bureau for the Mississippi State Tax Commission and was instrumental in development of the State Appraisal Procedures Manual and the Mississippi Education and Certification program.
