DC State Board of Education Held Public Hearing on Student Residency Verification Regulations

The DC State Board of Education (DCSBOE) held a public hearing on the proposed Residency Verification Regulations*. The most notable proposed change is with regards to the date at which LEAs can begin their residency verification process. It is being moved from July 1 to April 1 annually. The Office of the State Superintendent of Education (OSSE) presented on these proposed changes at two previous meetings and again Wednesday night. DCSBOE President Lisa Raymond stated, “I think that we agree that moving the date up is helpful.”

Testimony was provided by two panels which included parents, lawyers, advocates as well as principals and representatives from DCPS central office. The hearing focused on two central points: (1) that the new enrollment date would provide parents sufficient time to enroll their students and; (2) it would allow for a more steady flow of enrollees rather than the large amount that have traditionally arrived in the end of the summer.
